What the petition asks
There presently is a crime wave of catalytic converter theft, This can be
addressed by making it easier for scrap metal merchants to spot stolen catalytic converters, by simply matching the code from the v5 logbook to the code on the catalytic converter, this system needs to be in place asap.

There is much pain and suffering caused by catalytic converter theft, I believe once vehicle log books have the catalytic converter codes it will make it almost impossible to sell a stolen catalytic converter.
