Create a Medical Cannabis Registry to assist the NHS with its cannabis program.

What the petition asks
The NHS has not been able to help the great number of patients requesting cannabis and cannabis-based medicines as they don't have the background to do so. Creating a registry which charges a fee for a license to grow a limited number of cannabis plants for personal use would pay for itself.
Many US states have adopted such a plan and have suffered no ill consequences. Doctors recommend that a patient be allowed to try cannabis for their medical condition by signing an official form. Patients are allowed to grow for personal use and are subject to inspection by the licensing agency. Cannabis-based medicines currently available are over-priced and very narrow in their spectrum of treatment. It's impossible to prescribe cannabis with limited knowledge and the NHS cannot deliver.
