Make it law that all companies should be Carbon Neutral

What the petition asks
Given the Climate Change Emergency that exists, a simple step to make companies accountable and influence change, would be for the government to pass a law that would demand all companies are Carbon Neutral.
This would be a fair system as small companies are likely to have a limited impact on Climate Change and so would have a small fee. Larger companies are likely to have a much larger impact and so would pay accordingly. And large companies making changes and limiting their impact would be rewarded by paying smaller fees.
There are several different Carbon Offsetting / Neutral schemes available. The government should authorise a range so a choice is allowed.
