Make it illegal to use parent-child spaces if you do not have a child with you

What the petition asks
It's illegal to park in disabled bays without displaying a valid blue badge so we need to create a badge for parent and child bays. This should be valid until your child's 8th Birthday. If you don't display a valid badge a fine can be issued.
