Landlords to be fined if seen to be unfairly claiming money out of the deposit

What the petition asks
We moved 3 times in 2 years, leaving each property in exact or better condition, adhering to all rules an regulations, to have to go to dispute each time for our deposit back, although the landlord has no evidence for their claim.
I can show all evidence and cases to which the landlord has made the decision to go to dispute although there is no evidence to support their claim.I feel as though it is too easy for a landlord to state they want money from a deposit not knowing the huge amount of stress it can cause to tenants. If a landlord is found to be blatantly trying to take money unfairly from the tenants deposit then they should be fined for the inconvenience to the tenant, this in turn there will be less disputes.
