New laws/fines for bullying in schools

What the petition asks
Due to being a parent of a bullied child, seeing that schools are plagued by this problem yet seem to find it difficult to tackle I propose this to the government:
Put into place new laws and fines that if a child should bully another either physically or emotionally that a stepped level of punishment should be as follows:
1st instance: a warning letter home and detention for the child
2nd instance: A fine of £30 (a 50% percentage paid towards victim) and warning that should it happen again a greater fine would be imposed. Plus suspension for 1 week of student.
3rd instance: fine to be imposed based on level of severity
