People with Severe Learning Difficulties should be entitled to a blue badge

What the petition asks
Children and adults with severe learning difficulties often have little or no awareness of danger and can suffer from extreme psychological distress in social situations.People like Olly, a physically abled 15 year old can easy be overwhelmed in a busy car park thus being more at risk to be hit.
Currently people can only have a blue badge if they have inability to mobility issues ie walk or move. However many disability are not visual but have a huge impact of the person and their carer so the criteria needs to change to allow them to safely exit a car park.
Surely if an in individual has been identified as needing a carer they are disabled.
