Stricter penalties for dog thieves in Scotland

What the petition asks

I have recently started up a new project called The Scottish Dog Walking Awareness Project
People who steal other peoples pets have to be be held accountable by receiving harsher punishments as a deterrent to committing this crime. We mostly hear statistics about England and Wales but nothing about the increasing rise of these theft statistics in Scotland. Council and Police have to put in more efforts to help deter dog thefts happening by providing helplines and information ie: local parks given dog theft warning alerts
