Allow private pleasure boat users to use red diesel at commercial rate of duty

What the petition asks
In 2007 due to EU ruling private pleasure boats had to start paying duty on red diesel fuel for propulsion. Recommended split of 60% propulsion and 40% heating keeping the price about £1.10/l
EU has now ruled against this and boaters will be forced to pay full duty and VAT on white diesel £1.40/l
