The government currently keeps online records of EU citizens who have been granted Indefinite Leave to Remain in the U.K. They do not issue physical proof of this status.
It is imperative that physical proof is issued to prevent any arbitrary loss of rights or travel disruption post-Brexit.

3,000,000 EU citizens live in the U.K, of whom approximately 1,000,000 have been granted Settled Status. These are people that have families, jobs and homes in the U.K.
Without physical proof of their status, ensuring that their rights are retained post-Brexit will be more difficult (think of the recent Windrush scandal). Recently, for example, my wife was almost denied boarding on a UK-bound flight as there was uncertainty over her right to re-enter. Proof of status will end such confusion.
