The Government has no majority and is unable to get its business through the House.
The Opposition refuses to agree to a General Election and refuses to call a vote of no-confidence in the Government. The Fixed Term Parliament Act thus prevents resolution of this intolerable situation.

Following the Supreme Court's decision that the Government's prorogation of Parliament was unlawful, the House of Commons has been recalled and is currently sitting in completely unsatisfactory circumstances.
