Pay small business owners loss of earnings during Carona Virus limitations.

Small business owners would close, even if not forced to, if they knew they would get an instant closure payment to cover basic business and personal bills. Without income many will have to close permanently, get into debt that isn’t there fault. We all, and government, need to keep them running.
