Offer financial support for out of work Seafarers during the COVID-19 pandemic

What the petition asks
There needs to be a system in place to support seafarers who have found themselves out of work as a result of the coronavirus pandemic.
Most seafarers are supplied with a contract and are therefore considered 'employed' but do not fall under the PAYE category. These earnings are declared in self assessment, but are not classified as self-employed either. A number of seafarers are also eligible for seafarers earnings deduction.
As British citizens, we feel there must be some sort of financial support available to help with mortgage/rent/living costs during this uncertain period.
