Reduce the threshold for the self employed grant to include this tax year

The new self employed support grant is very good and covers 95% of those who are self employed. However it does not cover those that have only been self employed for this tax year 2019-2020 who have paid tax.

Please help the other 5% of self employed people. Universal credit is not enough!
