Make all employees able to furlough, not just those on PAYE on 28th February 20

The government are advising they will only allow employees who were on PAYE on 28th February 20 to be furloughed, I want all employees who are on PAYE to be entitled to be furloughed.

Change the Furlough Support Scheme to include new hires after 28th February.
