Make it illegal for any business to refuse access to toilets/hand washing

With the current economic climate as it is hand washing and toilet facilities are more important than ever yet more and more are being closed! Delivery drivers are having fewer and fewer places to keep clean

We're not sure whether you want any business to be required to allow individuals to access their premises for these purposes, or whether you want this to only apply to premises where people are already admitted (such as shops).
