What the petition asks
The NHS is under crisis, and has been long before the current pandemic.
Those who can afford to pay the prescription charge should be given the additional option to donate extra to the NHS (e.g. £1, £2, £5).
This should be completely optional and possible through the same prescription form.

The NHS cannot cope as it is. If the government is not willing to tax higher earners or corporatios then it should make it possible that those who wish to donate regularly are able to do so.
Suggestion: "tick this box to donate an additional £1/£2 to the NHS"
The prescription charge is already a payment to the NHS,adding a no obligation charge could add much needed funding to the NHS.

Why it was rejected
It asked for something that is not the responsibility of the UK Government or Parliament.
The UK Government and Parliament aren't responsible for prescription forms, which is a matter for the NHS itself.
You could start a petition calling for prescription charges to be increased based on means testing or a different criteria to increase contributions to the NHS, if that's what you'd like to see happen.
