Job retention scheme should also be for those who were on payroll after 28th Feb

Recently government has announced the Job retention scheme to pay 80% of the wages, but they also mentioned that it is valid to those people who were on a company's payroll before 28th Feb, but what about people who were on payroll after 28th Feb?

You may wish to sign this petition calling for the same action: Change the Furlough Support Scheme to include new hires after 28th February.
