Allow furlough to staff that was not on February payroll 2020

What the petition asks

Pay staff 80% furlough income if they started after the 28th of February
Because I started a new job on the 2nd of March and now have no income as I can't be furloughed.

Why it was rejected

There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.

Change the Furlough Support Scheme to include new hires after 28th February.
