Exclude companies registered in tax havens from coronavirus relief schemes.

Companies which are registered in offshore tax jurisdictions thus avoiding paying their fair share of UK taxes should not be eligible for any of the state bailouts, loans or relief schemes during or relating to the Covid19 crisis
