What the petition asks

Rolled out nationally.The next 9 months' rent is pushed back so restaurants pay nothing until 1st quarter of 2021. Leases extended by 9 months so payments aren't lost, just postponed. Landlords helped with same push back on 9 months of loan repayments. And other protections in the proposal.
Our hospitality industry will be decimated by covid 19. Britain has always prided its cultural contribution to the world with music and the arts. We will see a whole generation of businesses and jobs, particularly for young people, lost forever.

Why it was rejected

It asked for something that is not the responsibility of the UK Government or Parliament.

Suspending payments for rent is a matter for individual landlords, and not the UK Government or Parliament.
