What the petition asks
Repeal the legislation and cancel fines imposed on individuals for non compliance. Retain government guidance of social distance especially for vulnerable people. Full compensation for economic losses for those who lost income as a consequence of the Coronavirus Virus Act 2020.
The secondary legislation has powers not granted by the primary legislation (Public Health Act 1984). The primary legislation relates to a specific set of notifiable diseases, all of which are bacterial except smallpox. It does not include Corona viruses (including the common cold) or flu viruses.
The primary law sets out what should happen with infected individuals with one of the notifiable diseases. It does not grant the government powers to restrict gathering or movements of everyone.

Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
