Mandatory registration, proficiency testing and use of lights for cyclists

What the petition asks
Firstly I would like to see bikes registered like cars to be able to use public roads.
Secondly I would like to ensure that cyclists are actually competent at cycling making them do a test so ensuring safety on the roads.
Thirdly I would like bikes to be properly illuminated during the night.

The registering bikes is because this will help ensure the bike is safe to be used on the roads improving safety to everyone.
Testing cyclists almost like a driving test is so that we can check they are capable of cycling on roads in a safe way around cars and pedestrians increasing safety and less hazards for everybody.
The illumination of bikes would benefit everybody because then we can see the cyclist clearly during dark periods meaning that they are safer along with motorists and pedestrians.
