Make failure to reduce institutional racism as defined by Macpherson a crime

What the petition asks

The failure of any organisation to reduce statistically provable instances of institutional racism annually should be a crime.

Institutional Racism can be seen in the “processes, attitudes and behaviour which discriminate through unwitting prejudice, and racist stereotyping ”.
Acts of blatant racism like using a racial slur to insult someone is considered a hate crime.

Yet when an institution discriminates against an entire race due to “prejudice, and racist stereotyping”, to the “disadvantage” of that entire race, no crime has been committed.

If individual acts of racism which affect individuals are hate crimes, then so should be the failure to reduce statistically provable instances of institutional racism which effect that entire race.
