Backdate the stamp duty holiday to 13 May 2020 when the housing market unlocked

What the petition asks
The recently announced stamp duty holiday scheme starts on the 8th July 2020, but what about the property transactions that completed post housing market lockdown (13th May 2020) but pre announcement? Hundreds, if not thousands of people have effectively lost out to this change.
Move the start date of the scheme to when the housing market reopened, 13th May 2020 and give refunds to those that have fallen into the gap.
