Ban the sale of plastic frisbee rings to protect marine life

What the petition asks
Plastic frisbee rings are a danger to seals and other marine life around the U.K. They get caught around the neck of seals and can slowly cut into their skin and suffocate them. Is the suffering caused worth a few hours of fun?
There are similar toys - solid frisbee discs which do not carry the same risks and this is really just an extension of the decreasing use of plastic can yokes.
