What the petition asks
The Government should require local authorities to hold referendums on plans for structural changes before these can go ahead, so people can choose their style of governance. This would ensure that changes to the operation of Local Authorities, such as those proposed in Lancashire, are democratic.
The ruling Conservative group at Lancashire County Council plan to replace the county council, 12 district authorities and 2 stand alone councils in Blackpool and Blackburn with Darwen with 3 “unitary” councils covering central and southern parts of the county, a broad western and northern area and the east.
There is no consensus for further centralisation of the governance of the County in a society wherein there is swell of opinion in favour of devolution. Let the electorate decide.
