Introduce legislation to force local Councils to obey the Highways Act 1980, which clearly states it is illegal to cause Obstruction of highways and streets.
I believe the Government is ultimately responsible for local Councils abiding by the laws of our country and if the Councils will not abide by such laws that the Government should force them to.
