Allow fans back in for National league football games

Without fans many non-league teams will fold in the coming weeks and months. Many of these grounds/stadium are only 20% full on a match day and can easily allow for social distancing. Step 3 and below are allowed fans to attend. You must extend this to step 1 and 2 of non-league football
