to put a stop on other taxis from out of the city coming in and picking up fares

It asked for something that is not the responsibility of the UK Government or Parliament.
The Government is responsible for setting the overall framework for the licensing of taxis and private hire vehicles, but licensing is a matter for individual local authorities.
We could accept a petition calling on the Government to require taxis and private hire vehicles to be licensed by a local authority in order to be able to pick up fares in that local authority, which restrict the ability of taxis and private hire vehicles licences by other authorities from operating in other areas.
