The scottish gov should spend only taxes raised there before an indy ref allowed

What the petition asks
I propose that a bill be passed to allow the Scottish parliament full tax raising and budgeting powers, excluding defence.
The UK government continues to "subsidise" the Scottish economy using the "barnett formula", the Scottish government claims that Scotland can be an independent country. If these claims are true the Scottish Government can have an independent Scotland, then give them full powers over Scottish taxation and spending (excluding defence) If they are successful then that will bolster there claims for independence, if they fail, it will prove that they are not fit to run an "independent Scotland"
