Allocated time for fireworks to be set off on 5th November.

People with disabilities, pets, and families often find 5th November - bonfire night, one of the most distressing times of the year. The uncertainty of when and where fireworks will be released can cause many issues for these people, and impact greatly on their day to day life. After having pets for many years I found that fireworks can cause major issues. Creating an allocated time will allow people to plan their evening around the set time to minimise disruptions to the above groups.
