What the petition asks

Mobile phones are now essential. They're needed for many Government services (HMRC, Track & Trace, the NHS app); online credit card payments & other services.

The Government must recognise this by removing & reducing VAT on low/mid-range mobile phones and services.
The Government is requested to introduce VAT Tiers for airtime contracts & phones to recognise the essential nature of these products and to reduce the cost of these products and services to the consumer.

The proposed VAT tiers are set out below:

Tier 1: 0%. Contracts <£20/month. Phones <£200.
Tier 2: 5%. Contracts £20-£40/month. Phones £200-£500.
Tier 3: 20%. Contracts >£40/month. Phones >£500.

• Values raised yearly (greater of RPI & CPI).
• Top-ups lasting <6 months: zero-rated.
• Personal devices and contracts only.
• Bundles considered by component, not total.
