Ensure that damage liability exists with the manufacturer of a vaccine

What the petition asks
Ensure liability lies with the manufacturer in the event of vaccine damage. Either the individual, or the Government, should be able to claim against the manufacturer. In the case of Governmental representation, the amount should not be reduced from what would be awarded on an individual basis.
It has been argued that as vaccines can have risks but their net effect is positive, the nation, rather than the company, should have liability. I refute this argument on the grounds that; i) the benefits to the nation are already captured in the cost of the product, ii) liability rests with the manufacturer in other sectors, including those with national benefits (e.g. cars) and iii) liability laying with the Government places part of the burden of compensation on those with no moral culpability.
