Review COVID-19 Tiers based on a district basis and not on county-wide basis

What the petition asks
To not look at whole counties when reviewing which coronavirus tier restrictions to apply. Instead, review this on district basis.
Because the current county based method is unfair and unjust. Currently, as an example, Broxbourne has a rate of 562.3 per 100,000 whilst Stevenage has a rate of just 144.6 per 100,000. It is unfair to have the same treatment for such a variation of figures.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
