Permit couples to become legally married in teir 4 with 5 people.
The people at the ceremony would be the registrar, the couple and two witnesses.

Couples have had to postpone, cancel with little to no notice. A lot of couples have been hit financially as a result of this pandemic.
Marriage is an important life event and this should not be cancelled. All couples should be allowed to legally marry.
