Allow for cancer operations to go ahead during lockdowns and different tiers

There are going to be large numbers of people who cannot have their scheduled operations which will put their health at risk when it can be avoided. It is unfair to delay or cancel operations when the ramifications of delaying cancer treatment is global knowledge
