What the petition asks

I would like to see congestion and emissions zone charges without such harsh 'penalty charge' policies.

Drivers must pay congestion and/or emissions zone charges within 24 hours or face an £80 'penalty charge' - a policy which I'm sure anyone would agree is exceptionally unreasonable. I would like to see a letter sent stating the original fee is due to be paid within 14 days, and only if the original fee is not paid within those 14 days should the fee be doubled (and therefore becomes a 'penalty charge'), and doubled again for every subsequent failed payment.

Why it was rejected

It asked for something that is not the responsibility of the UK Government or Parliament.

We can't accept your petition because the UK Government aren't responsible for the issue you raise. Road charging schemes and emissions zones are run by local councils, or the London Assembly/Mayor of London for the ULEZ.
