Classify Broadband as an essential utility with greater protections for access

What the petition asks
I want domestic broadband provided at a fixed address to be classified as an essential utility, meaning providers have to guarantee access and provide support during outages, are not easily able to disconnect users and regulated to a higher standard.
As access to public services, education, security systems, home care solutions, legal and financial services are increasingly being delivered by online means, having access to the internet is critical for day to day life.
When internet access is down/intermittent in an area for days and only financial compensation is provided it fails to address missed schooling, businesses sales, support & security devices can fail.
Access to the internet needs to be assured.
