A1/A2 motorcycle license to get an automatic upgrade to A license in two years

What the petition asks
Now, that we have rid ourselves of the EU, to go back to previous law (pre-2013) whereby motorcycle licenses were automatically upgraded after two years to unrestricted once a motorcycle test has been passed. This insures riders have earned the necessary skill in years to ride bigger bikes.
Taking the same Mod1/Mod2 tests a second time, just on a different capacity bike, doesn't make any difference to training or safety standards.
Furthermore, the government has failed to introduce a training path in which a rider with a A1 or A2 license can proceed to a next higher lever (A2 or A) despite an allowance in the EU.
In the past, an A1 rider would be restricted to two years before achieving a full unrestricted motorcycle license. I propose we now return to that scheme again.
