Exempt private hire drivers (PCO) from Congestion Charge

What the petition asks
I want the government to exempt private hire drivers (PCO) from paying congestion charge
Private hire drivers have been serving the country all through the COVID 19 Pandemic staying at the front line despite being in one of the most vulnerable groups. They pay taxes and other fees to obtain the driving license and to continue driving with it. Paying congestion charge means technically they are getting nothing in exchange for for their valuable time, money and energy. The government must interfere by giving them exemption from congestion charge.
