Refund driving theory tests that expire during COVID-19 pandemic

What the petition asks
Driving lessons/tests have been unavailable for most of 2020 and there is no confirmed date for them to return in 2021. Learners lost an entire year of their £23 theory test (not including travel to the test centre). This should be refunded as it has been impossible to pass within the time limit.
The government has already confirmed that they will not be extending the 2 year expiration on theory tests.
"The maximum duration of two years between passing the theory test and practical test is in place for road safety reasons and the Government has no current plans to lay legislation to extend it."
If the tests cannot be extended then it is unfair to be charging full price.
