Make it illegal to sell dogs without a licence

What the petition asks

It should be an offence, with sentences of up to 8 years, to sell dogs without a licence. Currently a licence is only required if someone runs a business that breeds and sells dogs, or breeds 5 or more litters in a year and sells any of the puppies. Too many dogs are sold by unlicensed individuals.
The demand for dogs has led to an increase in the value of dogs and puppies, which appears to have led to more illegal breeding and an increase in pet theft. Creating a new offence making it illegal to sell dogs without a licence should help tackle this.
