What the petition asks
Begin a system where you need to pass an examination or test of some kind, or complete a course in the care of specific species you want to own, before being allowed to purchase and keep an animal.
Pets are thoughtlessly bought on impulse without any efforts of learning the specific care that animal needs to ensure physical, mental and physiological health. Examples such as hamsters, guinea pigs and rabbits are usually kept in enclosures too small and cause boredom, stress and depression, not given enough access to the outside and areas to exercise and play safely with fresh air, and health issues go unnoticed due to a lack of interaction.
