Increase penalties for dog theft and illegal puppy farming

What the petition asks
Penalties for those involved in dog theft and puppy farming are not sufficient. Often offenders just receive a small fine and/or community service, which I do not feel are strong enough deterrents.
Since COVID-19 and the lockdowns, there has been an increase in both dog theft and puppy farming with evidence of horrific injuries inflicted on the dogs involved and misery and despair for the dog owners.
Penalties for these activities should be increased, with significant fines and custodial sentences, to create real disincentivise.
