Allow driving tests to resume subject to negative lateral flow tests

What the petition asks
Allow driving tests to continue provided that the examiner tests negative on the lateral flow tests and each student tests negative on the lateral flow test before the driving test.
To allow driving tests to continue and reduce the ever growing backlog.
