Enforce fines on newspapers/media outlets that print x3 negative OPINIONS on an individual within a 6-month period.
Articles must state Fact or Speculation underneath accordingly.
Provide a complaints system similar to TV's Ofcom.

In aid to reduce pressure, public humiliation and possible mental state of Celebrities/Royalty. The Government currently require money to assist in rebuilding our economy here is a helping hand instead of punishing the taxpayer. If Newspapers lead by example from the top this will filter down to online Trolls. Now is the time for change. If Headlines change, public perception will change, and hate will decrease. Let's make Clickbait a thing of the past!
