What the petition asks

Make the punishment greater for dog theft. From general theft to kidnap.
Dogs are a lot of people’s babies. They are loved family members. Dog thieves are not worried about doing it because the repercussions aren’t great, a small fine.
They should be punished for kidnap they are causing serious harm to pet owners.
