What the petition asks
The PCC's Deputy is UN-ELECTED, and often of the same political party, and a "cronie", of the PCC. The voters who did NOT vote FOR the new PCC would be fairly served by appionting the "runner-up" to the Deputy post.
Implementation of such a regime would take legislation - modification of Electoral Law, and modification of the "Rule Book" for newly-appointed PCCs, at the very least. Both of those tasks are the responsibility of Government.
