Include vehicle battery and charger manufacture in vehicle emissions reporting

What the petition asks
Government must include battery and charger manufacture in emissions measurement and change the way manufacturers are required to report CO2 emissions to the Government. 'Tailpipe only' is an unfair measurement. We must also account for environmentally harmful practices such as Lithium extraction.
Clean fuels use normal petrol or diesel pumps, no need for environmentally damaging charger installs everywhere.
Battery manufacture creates high co2 emissions, adds cost & Lithium is not renewable!
To be practical for widespread EV car and van use we will need a huge amount of chargers to be made which will increase emissions not reduce them!
Cobalt mining is still associated with Child Labour.
Biomethane can be CO2 negative full lifecycle.
Synthetic efuel or electrofuels can be made with clean energy.
